Analysis of November 21, 2021, Kaua`i Island Power System 18-20 Hz Oscillations
This letter discusses the 18-20 Hz oscillation event at 05:30 am on November 21, 2021, in Kauai's power system following the trip of an oil power plant. As far as the authors are aware, this is the first report of a transmission system-wide subsynchronous oscillation driven by inverter-based resources (though the system in question is relatively small). In this letter, we leverage two data-based methods-the dissipating energy flow method and the sub/super-synchronous power flow method-to locate the sources of the oscillation. Also, we build an electromagnetic transient model of the Kauai power system and replay the 18-20 Hz oscillation. Finally, we propose two mitigation methods and validate their effectiveness via numerical simulation.

Predicting the power grid frequency of European islands
Modelling, forecasting and overall understanding of the dynamics of the power grid and its frequency are essential for the safe operation of existing and future power grids. Much previous research was focused on large co…
A New Index based on Power Splitting Indices for Predicting Proper Time of Controlled Islanding
In the event of large disturbances, the practice of controlled islanding is used as a last resort to prevent cascading outages. The application of the strategy at the right time is crucial to maintaining system security.…
A Game-Theoretic Framework for Controlled Islanding in the Presence of Adversaries
Controlled islanding effectively mitigates cascading failures by partitioning the power system into a set of disjoint islands. In this paper, we study the controlled islanding problem of a power system under disturbances…
Proactive Islanding of the Power Grid to Mitigate High-Impact Low-Frequency Events
This paper proposes a methodology for enhancing power systems resiliency by proactively splitting an interconnected grid into small self-sustaining islands in preparation for extreme events. The idea is to posture the sy…
